Job Description:

Talent Acquisition Business Operations Program Manager

Parsons has an opportunity for Talent Acquisition Business Operations Program Manager. You will be instrumental in advancing Parsons’ Talent Acquisition programs in support of branding, shaping, and enhancing the execution of our core programs to include but not limited to, Diversity, Equity, and Inclusion (DEI), Employee Referrals, Background Investigations, and the Alumni programs. This position reports to the Vice President, Talent Acquisition Strategy & Operations. Preferred hybrid opportunity based in Centerville, VA but willing to consider remote candidates.

What You'll Be Doing

Strategy:

  • Fosters a highly collaborative environment, while leading a small team, harmonize our Talent Acquisition core programs in coordination with critical stakeholders including talent acquisition, DEI, business leaders, human resources, compliance, legal and third-party vendors

  • Responsible for ensuring that our core programs align with Parsons Strategic growth plan and Diversity, Equity & Inclusion strategy in support of business hiring demands of current and future talent needs

Responsibilities:

  • Design and enhance programs that attract, engage, and entice candidates to explore our career opportunities while creating a meaningful and valuable candidate experience resulting in achieving our hiring demands and growth strategy

  • In partnership with the talent acquisition leaders, establish annual goals to drive results and measure ROI in alignment with long-term strategic drivers within our core programs

  • Drive outreach initiatives that result in achieving business hiring demands and growth strategy to include recruitment marketing campaigns, Diversity, Equity & Inclusion events, Employee Referrals, and Alumni Engagement.

  • Develops project plans and timelines for talent acquisition initiatives with clear deliverables

  • Expertise in EEO, OFCCP (Office of Federal Contract Compliance Programs) and diversity-related best practices

  • Provides training and legal updates to talent acquisition, ensuring compliance and adherence to employment regulations and laws

  • Develop metrics to assess performance through analytics and recommend best practices based on results, as well as provide assessment of program effectiveness and return on investment (ROI)

What Required Skills You'll Bring

  • Bachelor's degree in human resources, Business Administration, Communication, Psychology, or related field.

  • 8+ years of experience in various talent acquisition positions including recruitment life cycle

  • 3+ years leading or team member on talent acquisition projects or programs

  • 1+ year experience in leading by example, developing and mentoring a small team

  • Demonstrated experience building external DEI partnerships, community relationships and close connections with Employee Resource Groups

  • Solid analytical, critical thinking, solutions driven and thought leadership approach

  • Ability to influence and build solid relationships with leaders, peers, and cross-functional teams

  • Exceptional communication and presentation skills and demonstrated ability to effectively partner at all levels across the enterprise

  • Excellent project management skills

  • Experience using reporting and analytical functionality in recruiting systems (ATS, CRM, etc.) preferably Workday and/or Phenom People

  • Solid understanding of employment regulations as well as DEI, OFCCP and EEO best practices

Salary Range: 

$83,300.00 - $145,800.00
